Austria has urged the European Union to examine a closer role in Anthropic after U.S. restrictions limited foreign access to its advanced AI models. The Austria Anthropic proposal places Europe’s control over frontier technology at the center of debate.
The proposal appeared in a letter released by the Austrian government. State Secretary for Digitalization Alexander Proell sent the letter to EU Technology Commissioner Henna Virkkunen. He urged the bloc to consider strategic participation in Anthropic.

Austria Says EU Must Act to Protect Access to Frontier AI
According to Proell, Europe cannot afford to be deprived of any major breakthroughs in AI due to external decision-making. He stated that the EU has to decide if it wants to shape its own digital future. The Austria Anthropic proposal presents that issue as a strategic question.
The letter said Europe can provide Anthropic with legal security, market opportunities, investments, and a values-driven environment.
In addition, Proell acknowledged that such an initiative would inevitably encounter skepticism and challenges. Nevertheless, the Austria Anthropic proposal urges Brussels to consider the option.
This initiative follows Anthropic’s suspension of access to its Fable 5 and Mythos 5 models due to the U.S. government’s export control directive. The decision implied that access is limited to all foreign nationals.
Austria Anthropic Proposal Follows Wider EU Push for AI Sovereignty
That provision also included foreign employees who worked inside the United States. Anthropic said that the authorities had expressed worries regarding the possible misuse of the models. The issue is related to the possibility of using them for jailbreaking through software vulnerabilities.
The Austria Anthropic proposal follows efforts by Brussels for increased technology independence. Earlier this month, the European Commission introduced a bill that would help build up domestic cloud computing, artificial intelligence, and semiconductor industries. It seeks to decrease dependency on US technology companies.
That position of Austria follows separate complaints about Anthropic’s licensing conditions outside the US. According to Financial Times, on June 18, JPMorgan stopped approving the use of Claude models in Hong Kong because of Anthropic’s licensing terms.
Why Anthropic’s EU Access Debate Matters
Anthropic is also facing a lawsuit in the United States. Karl Kahn, a resident of Washington, D.C., filed a proposed class action lawsuit in a California federal court. That lawsuit is aimed at the company’s Max 5x and Max 20x Claude subscriptions.
The suit claims that those $100 and $200 per month plans offered less time for use than advertised. Anthropic published its “Policy on the AI Exponential” proposition on June 11. The Austria Anthropic proposal makes European access another point of discussion within the AI policy debate.
