The draft proposal recommends a phased migration from legacy signature schemes to quantum-resistant addresses over five years while introducing recovery mechanisms for users who fail to migrate in time.
Bitcoin BIP 361 Introduces a 5-Year Migration Framework
According to the BIP 361 draft, authored by Jameson Lopp, Christian Papathanasiou, Ian Smith, Joe Ross, Steve Vaile, and Pierre-Luc Dallaire-Demers, Bitcoin would gradually phase out transactions from legacy signature schemes once quantum-resistant alternatives become available. The proposal remains in draft status and has not been adopted by the BTC network.
The proposal outlines three key stages. First, new transfers to legacy addresses exposed to quantum attacks would eventually be restricted. Second, spending from older signature schemes would be phased out over five years. Finally, a zero-knowledge (ZK) proof recovery mechanism would be introduced to help users recover funds if they miss the migration deadline. These changes would require future community consensus before activation.

Why Quantum Computing Matters for Bitcoin Security
Bitcoin currently relies on ECDSA and Schnorr signatures, cryptographic systems that are considered secure against today’s classical computers.
However, researchers have long warned that sufficiently powerful quantum computers could theoretically compromise these algorithms by deriving private keys from exposed public keys.
Importantly, BTC’s cryptography is not currently broken. Practical quantum computers capable of attacking BTC at scale do not yet exist. The proposal is therefore a precautionary measure designed to ensure the network is prepared well before quantum technology reaches that level.
Similar research into post-quantum cryptography is also underway across governments, financial institutions, and technology companies worldwide, including efforts led by the U.S. National Institute of Standards and Technology (NIST).
Migration Could Affect BTC Wallets and Infrastructure
If a future version of BIP 361 were approved, Bitcoin users with funds in older address formats could eventually need to migrate their holdings to quantum-resistant addresses. Wallet providers, exchanges, custodians, and infrastructure companies would also need to update their software to support any new signature standard adopted by the network.
Because BTC operates through decentralized governance, implementation would require broad agreement among developers, miners, node operators, wallet providers, and the wider community. As with previous protocol upgrades, technical review and public discussion are expected to take considerable time before any activation decision is made.
