Coinbase Settles SEC FOIA Dispute

Coinbase reached a Freedom of Information Act settlement with the U.S. Securities and Exchange Commission. The agreement includes a $150,000 payment from the SEC and a commitment to improve record-retention policies.

The dispute centered on Coinbase’s request for records linked to the SEC’s crypto regulation approach under former Chair Gary Gensler. Coinbase Chief Legal Officer Paul Grewal said the case revealed missing text messages from senior SEC officials during the agency’s crypto enforcement campaign.

Grewal said the missing communications covered nearly a year of records. He argued that the records disappeared during a period when the SEC brought more than 100 crypto-related enforcement actions.

The SEC has not described the settlement as an admission of wrongdoing. However, Coinbase framed the agreement as part of a wider push for transparency in federal crypto oversight.

Grewal also linked the SEC case to Coinbase’s earlier FOIA settlement with the FDIC. That case involved documents tied to bank access for crypto firms during the period known by critics as “Operation Choke Point 2.0.”

COIN Stock Slips After Strong Rally

Coinbase stock fell 2.68% on Wednesday and traded near $171.25. The decline came one day after COIN surged nearly 11% and closed at $175.85 on July 21.

The earlier rally followed reports of progress on the CLARITY Act. Investors viewed the White House and Senate Republican agreement on ethics language as a positive step for U.S. crypto regulation.

However, sentiment weakened after renewed opposition to parts of the bill’s ethics provisions. The reported drop in CLARITY Act odds added pressure on crypto-linked stocks, including Coinbase.

Coinbase remains highly sensitive to regulatory headlines because clearer rules could support trading, custody, stablecoins, and tokenized asset products. Without the bill, the company may continue facing legal and operating uncertainty in the United States.

Coinbase CEO Brian Armstrong warned that the current setup cannot continue. He said,

“If CLARITY does not happen, we will go back to building our company offshore.”

CLARITY Act and Earnings Remain Key Tests

The CLARITY Act remains one of the biggest near-term policy drivers for Coinbase. The bill would create clearer rules for digital asset markets and define oversight roles for federal agencies.

Coinbase has argued that legal clarity would help U.S. crypto companies operate without relying on repeated enforcement battles. The company has also supported customer protection rules, including asset segregation for crypto platforms.

US Tiger Securities reiterated its Buy rating on Coinbase and raised its price target to $250 from $200. The firm noted possible near-term earnings weakness but kept a positive view based on a constructive medium-term Bitcoin outlook and Coinbase’s earnings leverage.

Coinbase’s earnings report is expected to draw attention to trading activity, stablecoin revenue, Base growth, and institutional demand. Investors will also watch management’s comments on tokenized equities and U.S. regulatory progress.

The technical picture remains mixed after the recent pullback. COIN recovered from June lows near $145 and continued forming higher lows through July.

The next key level sits near $180, where sellers recently pushed back against the rally. A move above that zone could strengthen short-term momentum, while failure to reclaim it may keep COIN range-bound before earnings.
