Clarity Act has just made one more step in the legislative process of the United States Congress and is going to be presented to the entire Senate for its final approval. The purpose of this act is to establish a federal regulatory framework for digital assets, such as Bitcoin and other cryptocurrencies, to clarify this sphere.

If the act is adopted in the Senate, it will finally provide a regulatory framework for digital assets in the United States.

Clarity Act Heads to Full Senate Vote

The Clear Act comprises 616 pages, which provide regulation for the various forms of digital assets. The proposal suggests that the Commodity Futures Trading Commission (CFTC) regulates most of the crypto tokens, while the U.S. Securities and Exchange Commission (SEC) will keep on regulating those crypto assets that meet the criteria of being securities, e.g., investment contract tokens.

This bill has certain obligations to prevent money laundering, protect crypto investors, and establish procedures for the bankruptcy of digital asset firms.

The bill has gone through many key stages so far. It was passed by the United States House of Representatives in July 2025, and then passed by the Senate Banking Committee in May 2026. It is now ready to be reviewed by the full Senate.

Crypto Industry Leaders Support the Bill

Various influential people in the world of crypto have hailed this development because, according to them, it brings some much-needed certainty for their industry.

The head of Coinbase, Brian Armstrong, described this proposed bill as the culmination of several thousand hours of bipartisan effort. He noted that the lack of clarity on regulation has allowed malicious actors, including FTX, to take advantage of customers.

Ripple Chief Legal Officer Stuart Alderoty lauded the Clarity Act as a crucial piece of legislation that would help protect consumers by strengthening law enforcement’s and regulators’ hand against fraudsters.

Brad Garlinghouse, Ripple’s CEO, supported the legislation, adding that even though all bills are not flawless, it would be important for the industry to have crypto rules clearly defined.

Backers of the bill point out that polls show many American voters think the government already has a regulatory framework for crypto assets.

Some Lawmakers Still Have Concerns

Despite its growing popularity, there are still some Senate Democrats who oppose the Clarity Act. Lawmakers from both parties continue discussing amendments needed to secure approval for the final vote.

It is criticized for having inadequate provisions regarding ethics since state attorneys general are unable to enforce them. Some lawmakers believe that the act should apply to prior activities involving cryptocurrencies conducted by public officials.

Supporters argue that state attorneys general do not enforce existing federal ethics regulations and doing so will pose constitutional problems.

Senate Vote Could Come Before August Recess

Supporters of the Clarity Act are optimistic that the bill will come up for a vote in the Senate before Congress adjourns for the summer break in August. It remains to be seen if the bill is passed since the current discussions are still underway between the two parties.

In case the bill gets approval from the Senate, the US will finally have the first federal regulatory mechanism for the crypto industry.
