The Vote Gap That Just Won’t Close

Supporters say momentum is still there inside the Republican conference, with key senators pushing to bring the merged text to the floor in the next couple of weeks. Leadership-aligned lawmakers have publicly floated a vote regardless of whether last-minute Democratic support materializes.

But several Democrats who once looked like possible bridges have cooled. Two senators who backed the crypto bill in committee have signaled discomfort with the latest draft, while a larger group argues the text still falls short on ethics rules, consumer protection, illicit finance safeguards, and conflict-of-interest standards.

Senator Lummis Makes The Case

Senator Cynthia Lummis continues to champion the bill hard. In her latest post she cut straight to the core issue:

“The Clarity Act finally answers a question crypto has asked since Howey: when does a digital asset stop being a security? By defining ‘ancillary assets,’ we’re giving builders a clear path forward instead of years of regulatory guesswork that’s driven innovation offshore.”

Her message underscores what the industry has been waiting for — a clear dividing line that could finally end the regulation-by-enforcement era.

Why XRP Fans Are Monitoring Closely

Even though the CLARITY Act isn’t XRP-specific, the altcoin’s community has latched onto it as a potential catalyst for real regulatory clarity. Many believe clearer federal guardrails could accelerate institutional activity around custody, settlement, and tokenized assets — areas where XRP has long positioned itself.

Banks and large financial firms are already building infrastructure in anticipation of clearer rules. The flip side is just as real: if the bill stalls, the market could be left with the same patchwork oversight that has kept many institutions on the sidelines.

In a nutshell, the closer the Senate gets to recess without the votes, the more the market has to price in the delay. For XRP holders the CLARITY Act remains a powerful narrative — but for now it’s still a bullish headline, not a law.
