What to know:
- The Senate postponed the CLARITY Act floor vote until September after the August congressional recess.
- Republican leaders lacked sufficient Democratic support, delaying debate on comprehensive U.S. digital asset regulation.
- House-approved CLARITY Act awaits Senate approval, with mid-September debate expected to determine legislative progress.

The U.S. Senate will postpone its floor vote on the CLARITY Act until lawmakers return from the August recess, according to Senate Majority Leader John Thune. The decision delays consideration of one of the crypto industry’s most significant regulatory proposals. The Senate is expected to reconvene in mid-September, when the legislation will be prepared for debate and a potential floor vote.

Clarity Act Negotiations Continue in Senate
After POLITICO reporter Jordain Carney reported that Thune admitted the Senate will delay the vote on the CLARITY Act until September, the delay was confirmed. Thune said that the bill will be “teed up” when the lawmakers return. Republican leaders had hoped to get the bill done before recess, but it has not garnered enough Democratic votes to move forward on the current timetable.
Republican leadership tried to push through this bill before the recess, but it could not find the needed support among the Democratic senators. The CLARITY Act aims at creating a framework for regulating digital assets, outlining the responsibilities of the federal agencies, and setting up clear regulations for crypto markets.
The bill could reduce regulatory uncertainty and improve the compliance standards of the crypto businesses operating in the United States. It would also increase investors’ confidence.
Democrats have been negotiating on this matter. Lawmakers pointed out the number of open policy issues and have been resisting the attempt of Republicans to pass this law before the recess, despite some efforts of their colleagues.
Regulatory Certainty Remains Key Focus for Crypto Industry
From the procedural point of view, a cloture motion could be filed by the Senate leadership upon lawmakers’ return to kick-start the process of debate and voting. Bipartisan cooperation would be needed in case of any decision to expedite the process of legislation passage. Committee debates in the Senate on pending issues will also take place prior to bringing the bill to the Senate floor.
This bill postpones uncertainty in the crypto industry that has been waiting for clear federal regulations. Cryptocurrency exchanges, blockchain providers, institutional investors, and crypto developers have been advocating the necessity of developing a regulatory framework, as it would lead to greater innovations and consumer protection. Market players have long held that clear regulations are necessary for the United States to compete with countries that have already implemented comprehensive digital asset regulations.
The CLARITY Act has already been passed in the House of Representatives and now needs to be approved in the Senate. This September session will reveal whether the bipartisans will be able to find common ground and vote on the bill in favor of its passage.
