The framework centers on five core priorities: coordinated national action, comprehensive risk assessment, enhanced regulatory infrastructure, capacity development, and global collaboration.

Harris emphasized the urgency of the measures. “Criminal networks are growing more advanced,” he stated. “They leverage emerging technologies, digital currencies, and intricate cross-border financial systems to hide illicit gains.”

Under the new framework, cryptocurrency service providers must conduct comprehensive verification procedures on transactions involving private crypto wallets. Additionally, more stringent customer verification protocols apply when engaging with international digital asset companies.

This initiative builds upon Ireland’s 2026 National Risk Assessment addressing Money Laundering, Terrorist Financing, and Proliferation Financing, which was released together with a Priority Action Implementation Plan.

Enhanced Regulations for Digital Asset Providers

Officials indicated that legislative measures implementing AML protocols under the EU’s Markets in Crypto Assets regulation are “significantly progressed.” The new framework expands upon these developments.

Private wallets have become a focal point because they enable users to transfer assets without intermediation from regulated platforms. The updated regulations seek to curtail anonymous fund movements.

Ireland additionally intends to regulate cryptocurrency usage as a funding mechanism within the gambling industry. The strategy incorporates sector-specific standards governing the acceptance of crypto-related transactions.

This represents the latest in a series of regulatory actions. In June 2026, Ireland published its initial national cryptocurrency risk evaluation in seven years, outlining plans to establish industry benchmarks by the latter half of 2027.

Enhanced Corporate Disclosure Requirements

The framework extends beyond cryptocurrency. Authorities aim to enhance visibility into corporate ownership structures and establish additional reporting obligations for limited partnerships and high-risk business entities.

The objective is to prevent criminal exploitation of convoluted corporate arrangements. Upgrading financial intelligence infrastructure is equally prioritized, with emphasis on identifying cyber-facilitated fraud and circumvention of sanctions.
