Cryptocurrency assets are becoming relevant in public policy, taking a role in campaign pledges internationally from parties seeking to garner support from crypto investors.

On Thursday, the Association of Consumers and Taxpayers (ACT) party unveiled a proposal to modernize the treatment of digital assets in New Zealand, unlocking the benefits of tokenization, stablecoin payments, and crypto-linked tax exemption measures into its economic structure.

The right-wing conservative party, which holds 11 seats in the New Zealand Parliament, proposed waiving capital gains tax for taxpayers holding these assets for over a year, opening the doors for using these as effective long-term investment tools.

The rule would only include individual retail investors; professional traders and businesses would remain subject to the existing tax rules, and operations with assets held for less than a year would be taxed.

In addition, ACT’s plan would also exempt small personal purchases from paying taxes when paid with crypto assets, unlocking their use as an effective means of payment throughout the country.

Other provisions would follow, including creating a clear regulatory and tax framework for qualifying payment stablecoins, clear legal and tax rules for tokenized securities and real-world assets, establishing a sandbox for startups to test innovative new products, and also reviewing current regulatory policies to determine whether crypto businesses have been excluded from the current financial infrastructure.

Deputy ACT Leader Nicole McKee highlighted that “with clear rules, sensible safeguards, and less red tape, ACT will unlock New Zealand’s Digital economy and help Kiwis invest, build, and transact with confidence in a modern, competitive economy.”

While New Zealand has applied policies that could be described as anti-crypto, including the opposition of the former Governor of the Reserve Bank of New Zealand to stablecoins, ACT’s pledge stressed that “ACT will make New Zealand a trusted home for digital finance, modern capital markets and financial innovation, supporting productive investment, high-value jobs and economic growth.”
