SkyBridge Capital founder Anthony Scaramucci expects Bitcoin to rally again by October, arguing that the cryptocurrency remains positioned differently from much of the digital asset industry even as regulatory uncertainty continues in Washington.

Speaking at the SALT Wyoming Blockchain Symposium, the SkyBridge Capital founder said Bitcoin remains a global asset with an established brand while Congress faces growing political obstacles to passing the CLARITY Act.

Scaramucci stated Bitcoin appears to be in the late stages of its four-year cycle and said he expects prices to rally again by October. His outlook comes as he takes a mixed view of President Donald Trump’s impact on cryptocurrency policy.

Scaramucci Sees Bitcoin Rally by October Despite Policy Uncertainty

Scaramucci said Trump has helped create a more favorable political environment for cryptocurrency, pointing to a friendlier Securities and Exchange Commission, the departure of former SEC Chair Gary Gensler and broader Republican support for the industry.

However, he also argued that Trump’s crypto businesses have complicated efforts to secure Democratic backing for new legislation. Scaramucci said Trump had helped the crypto industry in some areas while also creating challenges that could hinder further regulatory progress.

Scaramucci previously served as White House press secretary during Trump’s first administration and has since become a public critic of the president. His immediate concern centers on the CLARITY Act, the legislation cryptocurrency industry has looked to for greater regulatory certainty.

CLARITY Act Faces Political Pressure

According to Scaramucci, an extensive ethics provision added to the legislation has slowed its progress and may prevent lawmakers from completing the measure before the midterm elections.

He said he did not expect lawmakers to finalize and pass the legislation within seven weeks, with the midterm elections approaching. Prediction markets Polymarket and Kalshi have also shown declining odds of the CLARITY Act passing this year.

Still, Scaramucci said he hopes his assessment proves wrong. He also said rules from the SEC and the Commodity Futures Trading Commission could provide additional clarity in the short term. For Bitcoin specifically, Scaramucci believes the regulatory picture is less restrictive. He said Bitcoin has already become largely insulated from the regulatory questions affecting other crypto assets.
