Bastion OCC Approval Strengthens Institutional Stablecoin Infrastructure

Bastion OCC approval comes as an important milestone for the stablecoin platform infrastructure firm, as it was conditionally approved by the Office of the Comptroller of the Currency (OCC) for the change in structure from Bastion OCC to Bastion Platforms National Trust Company.

This approval will make it possible for Bastion to operate all of its stablecoin-related services in a federally regulated company.

This decision brings Bastion closer to the traditional finance ecosystem as the importance of stablecoins in transactions and the financial ecosystem increases.

Most importantly, the license includes white-label stablecoin issuance that means companies will be able to create dollar-backed tokens using Bastion without building the entire ecosystem.

Bastion OCC Approval Covers Stablecoin Issuance and Custody

Under the proposed model of a national trust company, Bastion will offer multiple services under one federally controlled organization. This includes custody of stablecoins, fiduciary wallets, white-label issuance, minting and redemption assistance, and conversion from fiat currency to USDC for eligible custody clients.

In addition to the above services, Bastion will provide infrastructure services for other regulated stablecoin issuers. With this in place, companies will be able to utilize the Bastion system for critical services within a stablecoin program without being the actual issuer.

This model would allow financial institutions and corporations to enter the stablecoin market without creating independent systems for custody, wallets, issuance, and conversions.

Bastion OCC Approval Builds on New York Trust Charter

The Bastion OCC approval is a result of the previous regulatory activities of the company in the state of New York. In February 2025, Bastion was chartered as a limited-purpose trust company in New York, and in March 2026, it applied for conversion into a national trust company.

The Corporate Decision #1391 by the OCC applies to the application under Charter Number 27198. The national trust company will be operating in New York City.

Nevertheless, the approval is not without conditions. Bastion will need to meet other requirements from the OCC for the national trust charter to be fully functional.

Bastion’s approved business will now fall under the jurisdiction of the OCC because of the federal approach, and thus Bastion will have regulations closer to those of the U.S. banking industry.

White-Label Stablecoins Expand Bastion’s Services

Another significant element of the Bastion OCC approval is the fact that the company can offer infrastructure for white-label stablecoins.

According to this business model, companies do not have to create all the elements of the stablecoin program. Bastion is able to offer infrastructure in the fields of issuance, custody, wallets, minting, redemption, and conversion of stablecoins.

Bastion is not a stablecoin issuer itself. The company cooperates with regulated issuers and financial institutions and offers the infrastructure to manage stablecoins.

The company also cooperated with Sony Bank and has investors like Andreessen Horowitz and Coinbase Ventures.

This business model allows companies to utilize the stablecoin technology and cooperate with an infrastructure provider operating in the regulated environment.

Federal Oversight Strengthens Bastion’s Regulatory Structure

As the Bastion chief executive, Nassim Eddequiouaq, puts it, stablecoins have evolved from being an emerging technology to becoming part of financial infrastructure, and this involves higher standards for trust, governance, and regulation.

Bastion has also seen an addition to its advisory board due to increased regulatory pressure on it. It has hired professionals who have worked with American Express, Morgan Stanley, EY, and Optum.

The Bastion OCC approval is not only an account custody approval but also a federal framework for multiple stablecoin services all in one firm.

OCC Approves More Digital Asset Trust Charters

The Bastion OCC approval was coupled with conditional trust charters for Catena and Agora on September 18.

The three rulings suggest increasing attempts by digital asset firms to conduct their business within the confines of federally regulated trusts. The Bastion approach is especially geared towards enabling businesses to use stablecoins without having to construct the entire technological framework themselves.

If Bastion is able to meet the rest of the OCC requirements, its national trust company will be able to unite issuance services, custodial services, wallets, and stablecoin conversion into a single regulatory framework.
