Binance is committing $100 million in direct capital to Circle, expanding a global distribution arrangement to position USD Coin (USDC) as a core stablecoin standard across its ecosystem.

Under the terms of the deal, Binance purchased $100 million worth of Circle Class A common stock (NYSE: CRCL) through a private placement executed at a 5% discount to market price.

Simultaneously, the two companies signed a five-year agreement focused on the integration and active promotion of USDC across Binance’s global trading and financial products.

While Binance provides the distribution network, reaching more than 300 million registered accounts globally, Circle will supply the underlying backend settlement and custody infrastructure.

The joint initiative targets emerging markets, where volatile local currencies and limited traditional banking services have accelerated the demand for stablecoin-based savings, transfers, and inflation hedging.

In Asia, where digital asset adoption is heavily driven by peer-to-peer finance and remittance flows, Binance has been establishing localized access models.

BlockShoals was admitted into the Securities and Exchange Commission’s (SEC) Strategic Regulatory Sandbox (StratBox) framework. Under this structure, BlockShoals functions as the local crypto-asset intermediary, while Binance supplies backend technology, trading engines, and security systems.

  • Sandbox Framework: BlockShoals is navigating sandbox integration requirements alongside domestic partner institutions under direct SEC supervision.
  • Local Operations & Oversight: BlockShoals secured its Certificate of Registration with the Anti-Money Laundering Council (AMLC) as a covered entity and joined FinTech Alliance PH. Former Coins.ph executive Jen Bilango was appointed General Manager to lead PH operational strategies.
  • Access Restoration: Connectivity to Binance services locally has been stabilized across major internet service providers like Globe and PLDT.
