The New York State Department of Financial Services (NYDFS) and the Wyoming Division of Banking signed a landmark memorandum of understanding (MOU). Acting NYDFS Superintendent Kaitlin Asrow and Wyoming Banking Commissioner Jeremiah Bishop formalized this partnership to coordinate joint supervisory oversight, share confidential reports, and cooperate closely on licensing and regulatory compliance processes targeting cryptocurrency firms.

This interstate initiative reduces regulatory friction across the United States without merging existing statutory frameworks. Entities supervised for at least three years under one regime will be eligible for expedited reviews in the other jurisdiction within an estimated six-month window. Through this framework, both authorities strengthen digital asset oversight amid the rapid expansion of institutional custody, stablecoins, and real-world asset tokenization.

Under the agreement, both agencies will begin coordinating joint audits and exchanging confidential regulatory data. The next step for market participants will involve aligning compliance infrastructures to streamline dual licensing across both jurisdictions.
