Arf & Ripple have partnered to enable RLUSD settlement liquidity to the XRP Ledger. One of the major costs in cross-border payments has always been the need to pre-fund destination accounts. Today, partnered with Ripple, Arf is bringing the dollar-backed stablecoin liquidity into the XRP Ledger to support licensed payment firms. This speeds up settlement without the need for idle reserves.

Announced on October 22 2026 through links below, the new service is short-term liquidity, rather than trading. Instead, Arf will lend RLUSD out on the XRP Ledger for a period of typically 1-5 days. This enables firms to settle instantly while waiting for incoming funds, but without having to pre-fund accounts. Instead, liquidity is provided on-chain in dollars at the right moment.

Who are the Key Entities?

Founded in 2019 and regulated as a member of VQF, the company is serving regulated money transmitters and its core business is closing the pre-funding gap. A regulated dollar stablecoin issued in December 2024, and is actively contributing to development of the XRP Ledger, a public distributed ledger for cheap, fast settlement where XRP is the native settlement asset.

As part of the partnership, Arf will provide RLUSD liquidity natively on the XRP Ledger. A licensed entity will borrow RLUSD, settle the outgoing payment, and repay once the funds are settled; in later phases, it will connect to XRPL native lending. The ecosystem is similar to intraday credit, but on the ledger using stablecoins.

Why It Matters for Crypto Markets

Settlement liquidity has been costly and invisible. Payment companies serving corridors across Europe, the Middle East, Asia, and the Americas often trap millions in nostro accounts to guarantee delivery. That capital earns no return and creates counterparty exposure. Replacing prefunding with RLUSD credit could compress working capital cycles and reduce costs.

For the XRP Ledger ecosystem, the deal gives a high-utility enterprise use case with measurable on-chain flow, strengthening its institutional narrative against competing networks such as Stellar. Scale is already significant. Ripple’s transparency dashboard reported approximately $2.406 billion in circulating RLUSD as of its October 15, 2026 snapshot, with independent reserve attestations.

That figure shows RLUSD grew from zero to a multi-billion dollar asset in under two years. For investors, institutions, developers, and exchanges, the implications are practical. Demand for RLUSD could also spread beyond exchange trading to enterprise settlement flows, deepening liquidity on the XRPL.

Regulated Stablecoins Drive Adoption

The partnership marks a trend toward regulated stablecoins as settlement assets. Regimes are shifting toward compliant tokens with transparent reserves in the United States, the European Union (MiCA) and the Asia-Pacific region. Arf’s emphasis on licensed counterparties points to the trend. Risks are perennial. Credit risk exists on chain; Arf must underwrite repayment and cover defaults.

Stablecoin regulatory treatment on lending varies by jurisdiction, and changing rules may impact scaling. The performance of the XRPL and native lending readiness will determine adoption. The first milestone is the direct provision of RLUSD on XRPL through the first phase, followed by corridor adoption, reported settlement volumes and XRPL lending integration.

The transfer volume of RLUSD will determine the viability for other issuers to follow in Arf’s footsteps. Basically, the partnership between Arf and Ripple demonstrates stablecoins shifting from holding to operational infrastructure. It brings a viable use case for the stability and liquidity of RLUSD on the XRP Ledger.
