Blockchain analytics giant Chainalysis has sued the US government over a $95 million contract. The company says ICE handed the deal to rival TRM Labs without competitive bidding.
Chainalysis Government Solutions filed the challenge on July 27 in the US Court of Federal Claims.
The Chainalysis TRM Labs contract targets a sole-source award granted to TRM Labs. It covers forensic blockchain software and support services for Homeland Security Task Force investigations.
Chainalysis Calls ICE Decision “Arbitrary and Unreasonable”
Court filings show the one-year contract, valued at approximately $94.6 million, covers forensic software and support services running from July 1, 2026, through June 30, 2027.
Chainalysis Government Solutions alleges that ICE bypassed normal competitive procurement procedures, describing the agency’s decision as “arbitrary, capricious, and unreasonable.”
The company says it submitted a capability statement in response to ICE’s notice of intent, signaling it was ready to compete for the work.
The complaint itself remains under seal, it contains Chainalysis’ confidential trade secrets, and the court granted permission to keep it sealed on July 31.
TRM Labs intervened as a defendant-intervenor on July 28, backing the government’s position.
Judge Stephen S. Schwartz has scheduled oral arguments for September 2, 2026, with the government requesting a final decision by September 10.
The government’s briefing is due Friday, August 21. Meanwhile, both Chainalysis and TRM Labs supply blockchain analytics tools to law enforcement. Federal agencies rely on these tools to trace cryptocurrency transactions.
That includes activity tied to crime, ransomware, and sanctions violations. Historically, Chainalysis has held the dominant position across US agencies.
TRM Labs, however, has been closing the gap. The rival firm has steadily expanded its government footprint. It has even secured prior smaller sole-source awards from ICE, making this $95 million dispute a direct battle for turf.

The case also carries broader implications for compliance tool valuations. The White House Crypto Policy Meeting scheduled for August 19 signals continued high-level government engagement with the crypto sector.
Even as the CLARITY Act Cloture Vote Set for September 15 keeps market-structure reform on a knife’s edge. TRM Labs declined to comment.
