Chainalysis Government Solutions has challenged a $94.7 million U.S. Immigration and Customs Enforcement contract awarded to rival blockchain intelligence firm TRM Labs. The case, filed in the U.S. Court of Federal Claims on July 27, contests ICE’s decision to use sole-source procedures. TRM Labs has intervened on the government’s side.
The contract worth $94,655,840 was awarded by ICE to TRM Labs on July 1 for analytical support for the Homeland Security Task Force National Coordination Center Cyber Disruption Center. The contract is for forensic software and support services for Homeland Security Task Force investigations and runs from July 1, 2022, to June 30, 2027.
The procurement has been marked as a sole-source award in accordance with Federal Acquisition Regulation Subpart 6.301 with one single bid. The agency had earlier posted a notice in June stating its intention to treat the procurement as a sole-source procurement since ICE believed that only one source could adequately meet the requirements of the procurement.

Contract Dispute Centers on Federal Procurement
Importantly, the significance of the dispute is not limited to the contract’s value but rather involves a confrontation between two major blockchain-analytics companies when it comes to federal procurement processes. ICE specifications call for forensic software and analytical support for investigations, and blockchain analytics helps agencies to track digital asset transactions, related networks, and investigate cybercrime activities.
The complaint filed by Chainalysis is under seal, meaning that it is not available to the public and no information about the arguments made by the company in the complaint is available to the public. The court must determine whether the agency’s procurement process complied with applicable requirements.
The dispute also highlights the growing role of blockchain analytics in government investigations. Federal agencies increasingly use specialized tools to trace cryptocurrency transactions, identify connected wallets and support investigations involving digital assets. The award itself describes TRM’s services as supporting Homeland Security Task Force investigations, underscoring the operational importance of blockchain forensic capabilities.
TRM Labs Awaits August 21 Court Filing
The Court of Federal Claims has placed the dispute on an expedited schedule. Chainalysis filed its motion for judgment on the administrative record on August 11, while the government and TRM Labs are due to submit their responses and cross-motions on August 21. Chainalysis must respond by August 26 under the court’s schedule.
The court has scheduled oral arguments for September 2, with the government seeking a ruling by September 10. The accelerated timetable could determine whether the contract proceeds without interruption or faces further judicial scrutiny. For federal agencies and blockchain intelligence companies, the decision may also guide future sole-source technology procurements.
