Senator Cynthia Lummis Renews Bitcoin Reserve Push as House Advances Two Crypto Bills

On Wednesday, September 16, 2026, Coin Edition reported that Senator Cynthia Lummis renewed her push for a U.S. Strategic Bitcoin Reserve, after the CLARITY Act stalled in the Senate on September 15, as House lawmakers separately advanced their own set of digital asset bills.

The House Financial Services Committee scheduled a markup for H.R. 8957, the American Reserve Modernization Act, which Lummis said the panel was reviewing alongside her own reserve proposal. The House bill would place any government-held Bitcoin under Treasury Department oversight, requiring the assets to be held for a minimum of 20 years. It also calls for proof-of-reserve attestations, regular audits, and ongoing reporting requirements.

The House measure differs from Lummis’ Senate BITCOIN Act, which would direct the Treasury to acquire up to one million Bitcoin over five years through a schedule of purchases.

Separately, the House Ways and Means Committee scheduled a markup for H.R. 10357, the Digital Asset Tax Certainty Act. That bill seeks to clarify tax treatment for digital assets, with provisions addressing mining, staking, network fees, charitable donations, and reporting obligations.

Lummis commented on social media that she was pleased to see crypto policy advancing in the House, noting that the Ways and Means Committee was marking up the tax bill while the Financial Services Committee was taking up her Strategic Bitcoin Reserve legislation.

Both bills would still require full approval from the House and Senate before being sent to the president.
