  • Kraken expects to begin serving UAE customers within weeks following full VARA approval.
  • The exchange plans to connect regional users to its existing global trading infrastructure.
  • Institutional services and tokenized equities broaden its offering beyond conventional crypto trading.
  • Competition from established exchanges will test Kraken’s pricing, liquidity and distribution strategy.

Kraken is preparing to launch in the United Arab Emirates after securing full approval from Dubai’s Virtual Assets Regulatory Authority (VARA), giving the exchange a regulated route into one of the Middle East’s most competitive cryptocurrency markets.

Parent company Payward announced the authorization on October 12, with customer onboarding expected to begin within weeks. The planned service will connect UAE investors to Kraken’s existing global order books while supporting local-currency funding.

The commercial question is whether Kraken can turn that combination into a meaningful advantage against exchanges already operating under Dubai’s regulatory framework.

A Global Trading Network With Local Access

Kraken’s proposed model avoids building an entirely separate trading environment for UAE customers.

Instead, the company intends to connect regional users to its established international markets, where trading activity is already concentrated.

This approach can be valuable for an exchange entering a new jurisdiction. Fragmented order books often make it harder to match buyers and sellers efficiently, particularly when local trading volumes are initially limited.

Access to established liquidity may support more competitive execution, although the benefits will vary across assets and trading pairs.

New dirham-denominated markets, for example, could initially have different spreads and trading depth from established dollar-based markets.

Local funding is another important part of the strategy.

Direct AED deposits and withdrawals may reduce the need for customers to move funds through foreign-currency accounts or additional payment intermediaries. The practical savings will depend on Kraken’s banking arrangements, conversion rates and fee structure.

Payward has not disclosed its UAE banking partners, supported AED trading pairs or final customer pricing.

These details will be central to assessing how its offering compares with existing alternatives.

The Product Strategy Goes Beyond Crypto Trading

Kraken’s initial rollout is expected to include spot and margin trading, staking, cryptocurrency transfers and tokenized equities through xStocks.

Professional customers will also have access to over-the-counter spot trading and Kraken Prime.

Rather than treating these as separate business lines, Payward is positioning them within a broader financial infrastructure model.

The company also intends to provide embedded trading services to regional businesses, potentially allowing partner platforms to offer cryptocurrency functionality without building their own trading systems.

This creates two possible customer channels: direct relationships through Kraken and indirect distribution through other financial platforms.

The second model could expand Payward’s reach, but no specific UAE embedded-trading partnerships have been announced.

The planned rollout is divided between initial services and products requiring additional regulatory clearance.

The inclusion of xStocks introduces an additional consideration for investors.

Tokenized equities may provide economic exposure linked to publicly traded companies, but the legal rights attached to those instruments depend on their structure.

Customers should examine whether a product provides direct ownership, contractual exposure or another form of entitlement, alongside the applicable custody and redemption arrangements.

The availability of a stock-linked token does not automatically mean the holder has the same rights as a shareholder using a conventional brokerage account.

Competition Will Depend on Execution, Not Licensing Alone

Dubai has already attracted major cryptocurrency exchanges, including Binance, OKX and Crypto.com.

These companies appear among the licensed providers listed in VARA’s public register, alongside specialist brokerage, custody and investment businesses.

Kraken’s authorization therefore gives it access to an established market rather than an uncontested opportunity.

Retail customers will be able to compare the exchange against existing providers on fees, supported assets, funding methods and trading experience.

Institutional clients are likely to place additional weight on liquidity, settlement processes, counterparty arrangements and execution capabilities.

Kraken Prime and OTC trading could help the company compete for larger trading relationships, particularly among firms seeking access to multiple markets through one provider.

However, Payward has not published expected regional trading volumes, customer acquisition targets or revenue projections.

Without those figures, the potential commercial contribution of the UAE launch remains difficult to quantify.

What Dubai’s Authorization Permits

According to VARA’s official register, Payward FZCO holds an active virtual asset service provider license issued on October 6, 2026.

The authorization carries reference VL/26/10/002 and covers broker-dealer services and management and investment services.

The approval follows the preliminary authorization announced in May, which allowed the company to complete operational preparations before launching regulated customer services.

The distinction between preliminary and full approval matters because the earlier milestone did not authorize Payward to begin serving customers under that license.

Full authorization permits the company to proceed within its approved activities, subject to the applicable regulatory requirements.

It does not provide unrestricted permission to introduce every financial product.

Payward expects cryptocurrency derivatives and additional yield products to become available later in 2026 or during 2027, contingent on further approvals.

Customers should also distinguish Dubai’s regulatory framework from the rules governing the Dubai International Financial Centre.

VARA supervises virtual asset activities across most of Dubai, while the DIFC operates under the Dubai Financial Services Authority’s separate regulatory framework.

The latest approval therefore establishes a specific legal basis for Payward’s Dubai operations rather than a blanket authorization covering every financial activity across the UAE.

The Next Milestone Is the Commercial Launch

Payward says it holds more than 100 licenses and registrations internationally, reflecting its strategy of combining locally regulated entities with shared trading infrastructure.

The UAE launch will test how effectively that model works in a market with established competitors and growing institutional interest in digital assets.

Kraken has not confirmed an exact onboarding date.

Its next disclosures should clarify which assets can be traded directly against AED, how local deposits and withdrawals will operate, and which customer categories can access individual products.

Those details will provide a clearer measure of the exchange’s competitive position than the regulatory announcement alone.

The approval establishes Kraken’s route into Dubai. Its commercial performance will depend on the quality and cost of the services customers can actually use.
