Binance to Block Some Brazil Crypto Transfers

Binance is set to impose stricter restrictions on crypto transfers for Brazilian users. Some international crypto transfers to/from Brazilians will be blocked or frozen unless users share more data as the country’s crypto regulation expands.

The exchange giant will require Brazilian users to share details about the intent of their crypto transfers and their transaction partner when they send or receive crypto abroad, effective Nov. 1. Binance will not submit withdrawals unless the users fill in a questionnaire. Additionally, for incoming transfers, there is a chance the crypto transfers may be frozen and even sent back in some cases.

The move follows Brazil’s Resolution BCB No. 521/2025, which brought certain virtual asset transactions under the country’s foreign exchange control rules.

Binance will submit the collected data to the Central Bank of Brazil on a monthly basis, the firm said.

What crypto transfers are impacted?

The new rules are only about international transfers. They do not affect crypto transactions between Brazilian residents.

International transactions are transfers of crypto between Brazilian residents and non-residents (for example, sending crypto to another person in a foreign country or paying a foreign company, or transferring crypto between your Binance account in Brazil and your personal account on a non-Brazilian crypto exchange).

When it comes to withdrawals, Binance will require customers to tell the company about the intent of crypto transfers and to name the beneficiary. The beneficiary can be a person, company, financial institution, crypto exchange, or other entity.

As for incoming transfers, the procedure is similar. If you receive crypto from a non-resident, Binance will ask the Brazilian recipient to share details about the sender and the purpose of the transaction before crediting the crypto to your account.

Blocked due to missing data

The most visible change for users will be that Binance will block some international crypto withdrawals if users do not share the data it needs.

Binance will not greenlight a withdrawal for a customer who wants to send crypto to a non-resident if he or she does not fill in the questionnaire.

When it comes to incoming crypto transfers, it is a bit different. Crypto from abroad might land at Binance, but it will not be credited to your balance. It will stay “pending.” The recipient would then have to provide the data. 

The key point is that the data requirement is transaction-dependent. Binance said its users who make international transfers will most likely need to submit such data for each transaction. It is unlikely that you will need to submit such data only once for your account.
