The FOMC meets September 15–16, placing monetary policy alongside the Senate vote as another major catalyst.

Higher rates could strengthen the dollar and pressure risk assets, while a softer decision could support crypto demand.

September 15 Vote Could Decide the Next Step for the CLARITY Act

The Senate’s September 15 motion to proceed would open debate on the CLARITY Act, rather than approve final passage.

Supporters need 60 votes under Senate rules, leaving Republicans seeking roughly six Democratic votes to advance the motion.

The latest draft includes 114 Democratic amendments, yet no Democratic senator has publicly committed support, according to Politico.

Patrick Witt said negotiators addressed Democratic concerns and could resolve remaining disputes through amendments after debate begins.

Witt, executive director of the White House Digital Asset Advisory Council, described the remaining legislative window as increasingly narrow.

Treasury Secretary Scott Bessent urged senators from both parties to support the procedural step.

Ethics provisions remain a central dispute, although Coinbase chief Brian Armstrong said the company’s essential issues were resolved.

Approval would allow lawmakers to debate further changes and pursue a durable division of authority between federal regulators.

A failed vote could encourage the SEC and CFTC to pursue stronger rulemaking without a comprehensive statute.

For Bitcoin, progress could reduce uncertainty surrounding exchanges, token classifications, custody services, and institutional participation.

Bitcoin Price Outlook: Will BTC Break Above $78,000?

BTC price fell short of $78,000 following a retreat from an intraday high of $77,934 and a demand zone of $76,952.

An upward movement above the $78,000 mark may provide entry into $80,000, and the book of profits may begin to warm around the psychological $80,000 mark.

But when the price falls below $76,900, then the next notable support can be $75,000 as per the long-term BTC projection.

Spot Ethereum ETFs moved differently, attracting $216 million during the same session despite weaker broader sentiment.

BlackRock’s ETHA accounted for $149 million, representing most of the category’s daily additions.

The countertrend indicates that several institutions may have shifted from digital asset exit to a reallocation of their funds to Ethereum products.

Renewed inflows, paired with a $78,000 breakout, would strengthen the case for an advance toward $80,000.
