Why Canada Is Turning to Europe
The push follows what officials describe as the collapse of trade talks between Canada and the United States. Canada currently ships two-thirds of its exports to the U.S., making the shift a major economic undertaking.
Carney has spent months in private talks with leaders across France, Germany, Italy, and Scandinavia. He has instructed a special envoy to explore the most ambitious partnership options short of full EU membership.
The two sides are discussing ways for Canadian goods, services, and workers in key industries to move freely between Canada and the EU. Talks cover critical minerals, energy, AI, defense, and digital infrastructure.
Plans on the table include laying underwater cables linking Canada and Europe, building shared data centers, and constructing new satellite networks. Canada is also pushing to redirect natural gas pipelines away from the U.S. and toward European allies.
Trump Responds With Tariff Threats
U.S. President Donald Trump pushed back quickly. Speaking to reporters on Wednesday, Trump called the EU’s proposal “laughable” and threatened to impose heavy tariffs on Europe if the arrangement moves forward.
“If I think it’s at all a hostile act, I will put very serious tariffs or stop trading with Europe on many things,” Trump said.
The European Commission responded by saying the proposal was not directed against the United States. Spokesperson Olof Gill said the partnership was “not against anyone else, but for our common strength.”
The proposal still needs approval from all EU member states before it can move forward. Ten EU countries have not yet ratified a previous trade deal with Canada that was agreed a decade ago.
Carney told EU lawmakers that Canada was seeking “collective resilience” rather than self-sufficiency. He said closer cooperation on critical minerals, defense, AI, energy security, space, and payments were all priorities.
The two sides are expected to announce new working groups at a bilateral summit in the coming weeks to begin turning these ideas into concrete projects.
Carney, who studied in Europe and ran the Bank of England for seven years, framed the shift as a long-term reorientation. “We are not fair-weather allies,” he told the European Parliament.
On Thursday, Carney addressed the European Parliament to lay out his vision, with both sides set to announce working groups at a bilateral summit shortly after.
