China rises as AI One Person Company Powerhouse

As it builds its national hardware stack, including humanoid AI-powered robots, China is also evolving its entrepreneurial landscape by using AI, and entrepreneurs are taking advantage of these solutions to advance small startups called One Person Companies (OPCs).

A report from a team at Fudan University’s School of Journalism revealed a rise in communities dedicated to developing these startups, reaching 426 across mainland China, covering 28 provincial administrative regions in 65 cities.

The report found that, while these communities have spread nationwide, they are largely concentrated in the eastern region, which offers clear advantages, as it has strong economic foundations consistent with high technological levels.

These companies fall into five different categories: campus incubation, enterprise experience transformation, scientific research, content creativity, and traditional business upgrade. These OPCs represent a new opportunity to revitalize the work ecosystem, allowing new companies to enter an already crowded business landscape and enabling new solutions and automation tools to rise in fields that were not considered by established companies.

Some areas in China have established stimulus for these companies. The Shanghai Pudong New Area provides up to 300,000 yuan in free computing power support for newly registered OPCs. Other areas have established entrepreneurship funds to help pay for computing costs, which constitute the largest share of the spending for these OPCs.

Compliance costs for these companies have also risen by up to 30% after the Data Security Law of the People’s Republic of China was implemented this year, increasing operational burdens for these structures. Nonetheless, this is deemed necessary, as their single-shareholder structure lacks traditional internal checks to prevent fund commingling and other potential criminal practices.

Even so, the number of these companies has been climbing significantly, with numbers reaching over 16 million businesses nationwide by June 2025.

The report concludes that to foster the survival of these companies, the government must build an ecosystem supporting them by forming archipelagos of these communities to achieve stable development, in addition to providing heavy subsidies.
