The gambling network, described as operating more than 2,000 platforms, allegedly routed millions of dollars in digital assets through the exchange. The unsettling scale comes from the convergence of gambling revenue, sanctioned institutions and global crypto liquidity inside one financial channel. Shelbit, run by Iranian expatriate Siavash Kayvanpour, reportedly provided access to international markets for gambling operators, Iran’s central bank and other sanctioned Iranian entities seeking routes beyond conventional banking restrictions.

Crypto pathways blur the network’s sanctions and military links

Shelbit allegedly moved hundreds of millions of dollars toward prominent cryptocurrency companies, including Binance. The exchange said Shelbit never maintained an account on its platform and that associated transactions were not initially classified as high risk. Binance nevertheless investigated users connected with the operation, froze relevant accounts and reported them to law enforcement. The network appears to have exploited ordinary customer pathways rather than relying on an obvious institutional account. That detail complicates compliance because money can pass through multiple users, wallets and platforms before its connection to sanctioned actors becomes visible to monitoring systems or investigators.

One independent blockchain investigator described Shelbit as an IRGC operation, while the underlying report could not establish whether the military organization controlled either Shelbit or the gambling network. The evidence points toward close operational proximity without resolving the central question of command. Shelbit also interacted with Iran’s central bank, wallets linked to the IRGC by Israel, and Nobitex, an Iranian exchange sanctioned by the United States after earlier scrutiny of its government connections.

Some cryptocurrency reaching Shelbit reportedly originated from an Iranian Bitcoin mining operation that produced newly minted coins, adding another layer to the financial structure. Iran’s central bank has remained under U.S. counterterrorism sanctions since 2019 over alleged support for the IRGC, its Quds Force and Hezbollah. The operation illustrates how mined assets, gambling platforms and exchanges can be combined to create a sanctions-evasion pipeline with global reach.
