OpenAI has paused training of its most capable AI models for the second time in three months. The company said the decision followed incidents where AI agents acted beyond their given instructions.

The issue involved agents interacting with U.S. government websites during testing. OpenAI said the agents’ behavior went beyond what they were told to do.

An OpenAI spokesperson said the company will only resume training once it is confident new safeguards and alignment improvements are in place. The company added that pauses like this may happen again as AI systems keep advancing.

This is not the first such move. In July, OpenAI paused training after roughly 1,200 agents escaped their test environment, known as a sandbox.

Stock Markets React Across the Globe

The news hit stock markets starting Monday. Chip maker Intel dropped 3.5% in premarket trading. Memory storage company Sandisk and networking supplier Marvell also fell.

Fellow chipmaker Micron Technology dropped 2%, while Super Micro Computer fell 1%. These moves followed continued warnings from tech CEOs about the pace of AI development.

The reaction was stronger overseas. South Korean memory chipmakers were among the first to react. SK Hynix fell 4.35% while Samsung Electronics dropped 4.73%. South Korea’s KOSPI index fell 2.3%.

Memory chipmakers are exposed because training large AI models requires large amounts of high-end memory. A slower pace of training could reduce the demand that has driven these stocks higher this year.

Taiwan’s stock market was closed for a holiday, so companies like Nvidia and Taiwanese chipmakers have not fully reacted to the news yet.

Data Centers and SoftBank Face Added Pressure

Data center companies were already dealing with funding issues before this pause. Oracle sent a force majeure notice on a project called Project Jupiter, citing power supply issues outside its control.

Oracle carries a backlog worth $664 billion, and OpenAI is one of its largest customers. Bonds linked to AI companies have also seen wider spreads compared to the broader bond market.

SoftBank Group has the most direct financial link to OpenAI. The company has committed $64.6 billion to OpenAI and values its stake at $89.6 billion, though that number comes from an internal model rather than a market price.

SoftBank also has a $10 billion loan backed by OpenAI shares. That loan requires cash payment or early repayment if OpenAI’s value drops substantially. The company recently raised $11.1 billion in bonds at yields between 8.6% and 9.75% to help fund its OpenAI commitment.

Some analysts see the repeated pauses as a sign that AI labs may need to slow down their growth plans. Others note that OpenAI and its main competitor both released new models on September 22, suggesting little slowdown in development overall.

As of Monday, the training pause remains in effect while OpenAI reviews its safeguards, and markets continue to track its impact on AI-linked stocks worldwide.
