TL;DR:
- The Financial Services Agency of Japan is preparing to reform the Financial Instruments and Exchange Act.
- The Okayama National Enterprise Pension Fund allocated 1% of its 21.5 billion yen portfolio to cryptocurrency investments.
- SBI Holdings submitted proposals that include a dual-exposure fund for Bitcoin and XRP.
The Financial Services Agency of Japan (FSA) is preparing a restructuring of its investment rules to authorize the first Bitcoin ETF in Japan by 2028. The regulatory shift will transfer supervision of spot crypto assets from the Payment Services Act to the Financial Instruments and Exchange Act.
Finance Minister Satsuki Katayama told U.Today that the Japanese government remains on track to legalize cryptocurrency ETFs. This regulatory shift responds to the observed performance of equivalent products in international markets.
Official data indicates that the legal framework will equate crypto assets with traditional securities such as stocks and bonds. Industry reports project that this market could attract up to 3 trillion yen in capital inflows by fiscal year 2028.
Local institutional interest is reflected in capital allocation decisions already executed. The Okayama National Enterprise Pension Fund, which manages 21.5 billion yen for around 1,200 small and medium-sized enterprises, allocated an initial 1% of its portfolio to crypto-asset-linked funds.
Aiyu Kiguchi, Chief Investment Officer at the pension fund, stated that the low correlation between cryptocurrencies and the U.S. dollar justified the move as a diversification strategy.

Regulatory Adjustments and Corporate Sector Interest
Major financial institutions in the Asian country are preparing their commercial structures to compete in this sector. In May, SBI Holdings group presented projects featuring a dual-asset ETF with combined exposure to Bitcoin and XRP.
According to projections published by SBI Holdings, the company aims to reach 5 trillion yen in assets under management within the first three years following the launch. Industry reports suggest that additional fund managers are studying the structure of similar investment vehicles ahead of final regulations.
The next milestone in the regulatory process will depend on the final approval of investment fund regulations by the FSA. Financial authorities expect to complete the legal transition during the upcoming legislative periods leading up to the target date of 2028.
