Japan’s Financial Services Agency (FSA) has asked the government to exempt trust-based stablecoins from tax filing requirements each time a beneficiary changes during circulation. This follows the regulator’s lifting of the 1 million yen limit on stablecoin transactions.
Japan FSA Eyes Exempting Tax Filing for Trust-Based Stablecoins
The FSA has requested government an exemption from tax filing requirements for trust-based stablecoins as part of its 2027 tax reform proposal. The proposal would ease tax reporting burdens tied to trust-based stablecoin.
Under the current tax law, trustees must file beneficiary statements whenever trust beneficiaries change. However, stablecoins circulate continuously as payment instruments, making it difficult for trustees to track changes in holders.
This is a major step for Japan’s stablecoin market and digital asset adoption. Japan reformed its crypto laws to classify digital assets as financial products and reduce the maximum tax rate to 20%.
Recently, Japan’s FSA lifted the 1 million yen ($6,700) stablecoin transaction limit, expanding use cases beyond retail payments. The FSA also launched a Crypto Assets and Stablecoins Division amid easing stablecoin and crypto regulations.
SBI’s JPYSC and Ripple’s RLUSD to Benefit from Tax Filing Exemption
SBI Shinsei Trust Bank’s JPYSC stablecoin is expected to benefit from the tax reform. Notably, the FSA also asked for similar tax treatment for foreign-issued trust-based stablecoins that already qualify as electronic payment instruments.
Ripple launched RLUSD stablecoin in Japan through a partnership with Japanese financial conglomerate SBI Holdings and its crypto arm SBI VC Trade. The launch comes after Japan’s FSA work on amending the Payment Services Act.
As CoinGape reported earlier, SBI Holdings launched Yen-pegged stablecoin JPYSC on Ethereum with blockchain services provider Startale Group. JPYSC is distributed by SBI Shinsei Trust Bank and issued with the help of SBI VC Trade.
Entities looking to deploy regional stablecoins can leverage enterprise-grade stablecoin infrastructure platforms that provide compliant payment orchestration, minting APIs, and custodial rails.
