Kalshi Bans George Santos For Market Manipulation

Kalshi, the regulated U.S. prediction-market exchange, has imposed its first permanent trading ban, barring former Representative George Santos and fining him more than $70,000 over what the platform described as manipulation of a contract tied to his own attendance at a public event, according to CoinDesk. The penalty, disclosed in a disciplinary record posted on Kalshi’s website and confirmed by a company spokesperson, is the most severe the exchange has handed down and lands as prediction markets face intensifying questions about whether they can police trading linked to public figures and non-public information.

What Kalshi Says Santos Did

Kalshi’s disciplinary record states that Santos placed a series of large trades in a market where the underlying contracts depended on his own attendance at an appearance by President Donald Trump earlier this year, and that he then began making public statements about his attendance in an attempt to sway the outcome. He ultimately wagered that he would not attend, and he did not show up. Kalshi fined Santos more than $70,000 in an action taken in the final days of August, on top of the lifetime ban. Santos, who did not respond to CoinDesk’s request for comment, was expelled from Congress in 2023 amid criminal fraud investigations, and was serving a prison sentence when Trump commuted it last year.

A Wider Enforcement Sweep

Kalshi said the Santos matter was one of five new enforcement cases, and that the other four traders received temporary bans after cooperating with investigators. Kalshi framed the cases as part of its duty under its regulations to act as a first line of defense against manipulation. A spokesperson said Santos “faces additional financial penalties and will be banned permanently from trading on Kalshi given his lack of cooperation.” The action follows a separate Commodity Futures Trading Commission order on Friday, August 28, in which former White House aide Gabriel Perez was directed to pay more than $170,000 and barred from trading for three years over bets on “mention” contracts involving Trump; the regulator said his penalties were reduced for what it called exemplary cooperation. Perez had worked as a teleprompter operator, and such contracts pay out when certain words are spoken by prominent figures during public addresses.

Why Enforcement Matters Now

Prediction markets have spent the past year trying to convince regulators and institutional partners that their venues are resistant to manipulation, especially as firms such as Cantor Fitzgerald open Kalshi markets to institutional clients and trading volume climbs. Self-discipline is central to that pitch: platforms that police their own markets can point to concrete penalties as evidence of functioning compliance. Rival Polymarket has said it relies on machine learning, blockchain analytics, trade surveillance and open-source research to detect unusual activity, and that it has referred more than 100 cases to authorities, including bets tied to a U.S. soldier accused of using classified information to wager on the capture of Venezuela’s Nicolás Maduro and possible insider trading ahead of U.S. military action in Iran. Polymarket also said its systems block the vast majority of U.S. users from its international platform, as required under a 2022 settlement with the CFTC.
