What to know:
- HTX-linked wallet sent micro-transfers Aug. 17-24, triggering compliance freezes; Kraken restored accounts, held funds.
- Kraken flagged intentional taint spread; HTX denied and cited misattribution.
- Attack shows risks of taint-based monitoring, pushing need for better risk-scoring.

Kraken users had to cope at a temporarily limited account after a batch of micro-transfers revealed a coordinated dust attack. As the exchange that locked up the problem accounts for compliance reasons they later opened them while keeping the flagged funds.
About What Caused the Regulatory Blockade
During the period from Aug.17 to 24, a HTX-linked wallet as Arkham Intelligence made nearly 12,000 tiny Kraken-transfers, the major part valued in a few cents only. Kraken said that type of activity was usually seen as a kind of sanctioned fund spreading to set off automatic compliance systems.

Implications for Exchanges and Market Infrastructure
This incident calls attention once again to the limitations of exchange compliance systems when it is a matter of blocking addresses as a preventive measure against money laundering while still permitting legitimate business through the system.
It points out the importance of a deeper dive into the risks and the subsequent scoring of the risk levels rather than a crude division of the world into good guys and bad guys in a simple list of blacklisted addresses.

Cross-Exchange Impact Magnified
Under OFAC guidance and global travel rule implementation, regulators are paying close attention to what exchanges are doing with the crypto data to prevent money laundering and terrorist financing.
This one though stands out in its magnitude with a cross-exchange impact and its sophistication, making it a prime example of how dust attacks have evolved since their first appearance on the scene several years ago.
Companies like Chainalysis, Arkham, and TRM Labs have been at the forefront of providing the technologies and data that help exchanges understand their users and thereby better comply with their legal obligations while protecting their business interests.
