Hunter Biden’s planned LAPTOP meme coin launch is set to bring political branding, celebrity attention and token economics together on Base. The project is scheduled for September 9 with 1 billion tokens, according to The Wall Street Journal, making its allocation model more notable than its utility.

LAPTOP Meme Coin Sets 1 Billion Token Supply on Base Network

The Wall Street Journal reported that Hunter Biden plans to launch LAPTOP on Base, an Ethereum Layer 2 incubated by Coinbase. Base describes itself as a low-cost network designed for onchain applications, meaning the launch will occur on infrastructure already used for trading and decentralized applications.

The proposed supply is divided across several purposes. About 30% would go to the founding team, 20% to investors who lost money on the Trump-linked TRUMP token, and another 20% to charity and operations. Up to 30% could be burned when predetermined conditions are met.

LAPTOP Allocation Targets 20% for TRUMP Investors in Launch

The allocation to TRUMP investors gives LAPTOP a clear political and market narrative beyond its name. It also connects two politically themed meme-coin projects, potentially making the token relevant to traders who follow political cryptocurrencies rather than conventional utility assets.

The Wall Street Journal reported that the project references the laptop controversy involving Hunter Biden. Meme coins generally derive much of their appeal from attention, community participation and cultural relevance, so the launch could attract speculative demand without establishing a conventional fundamental valuation framework.

Base Network Adds 1 Layer 2 Launch Platform for LAPTOP Coin

Base’s role is important because it provides a mature Ethereum-based environment for the token. Coinbase’s Base documentation describes the network as an Ethereum Layer 2, while its official materials emphasize low-cost transactions and an open ecosystem for token launches.

However, being deployed on Base does not mean LAPTOP is endorsed by Coinbase. Base’s documentation says third parties can build on the network, while Coinbase does not control what users create or transact there. Investors therefore need to distinguish the network infrastructure from the project itself.

The proposed burn mechanism could make LAPTOP’s supply more politically responsive than a typical meme coin. Up to 30% of tokens could be burned based on predetermined events, including a Democratic victory in the 2028 presidential election, according to The Wall Street Journal.

That structure creates an unusual link between token supply and political outcomes. For traders, it could increase attention around election-related developments, but it also introduces event-driven uncertainty. The next major test will be the September 9 launch, when liquidity, distribution and market demand become visible for traders and markets alike.
