Polimill’s QommonsAI, powered by OpenAI tech, now serves 1,050 municipalities in Japan, streamlining government workflows and accelerating development.
Tokyo-based startup Polimill is transforming Japan’s public sector with QommonsAI, a generative AI platform designed to modernize government workflows. Built on OpenAI’s GPT models and Codex, the platform is now used by approximately 1,050 municipalities and 550,000 public employees across Japan, according to an OpenAI announcement on August 31, 2026.
QommonsAI’s primary goal is to address inefficiencies in public-sector operations, which have been exacerbated by Japan’s labor shortages. By centralizing and standardizing fragmented administrative data, such as assembly minutes and welfare records, the platform enables municipalities to streamline processes like policy drafting, legal research, and public service management. This efficiency boost has made QommonsAI a cornerstone for what Polimill envisions as a “public OS.”
Accelerating Development with AI
Polimill credits OpenAI’s Codex and hands-on support for significantly accelerating their development cycles. Engineers leveraged Codex for tasks ranging from code generation to testing, increasing development speed by 3–5x compared to traditional methods. This rapid iteration allowed Polimill to prototype and refine QommonsAI based on real-world feedback from municipal teams.
The company’s use of GPT models also played a crucial role in adoption. Familiarity with ChatGPT lowered barriers for public employees, many of whom were able to use QommonsAI’s features without extensive technical training. Masahiro Wakabayashi, Polimill’s Chief AI Officer, highlighted the importance of balancing advanced AI capabilities with practical usability to ensure widespread adoption.
From Efficiency to Knowledge Preservation
Beyond operational efficiency, QommonsAI is proving invaluable for preserving institutional knowledge. Less experienced public employees using the platform have been able to draft policy proposals that approach the quality of those created by veteran officials. Polimill plans to expand this by capturing tacit knowledge—such as the decision-making nuances of experienced staff—through their interactions with the AI. This approach aims to ensure that institutional expertise is retained and passed down, even as workforce demographics shift.
Future Expansion and Qommons ONE
Polimill’s ambitions extend beyond QommonsAI. Later this year, the company plans to launch Qommons ONE, a marketplace for third-party apps tailored to municipal needs. At its core will be a “super agent” that integrates multiple AI systems and external apps, enabling users to execute complex tasks—like generating policy drafts or presentations—through a single interface.
Polimill’s collaboration with OpenAI remains a key factor in its ability to innovate. Wakabayashi emphasized the value of learning from OpenAI’s global expertise and applying those insights to Polimill’s development roadmap. As AI models and capabilities evolve, this partnership positions Polimill to remain at the forefront of public-sector innovation.
Strategic Context
Polimill’s trajectory reflects Japan’s broader push toward AI integration in public administration. In June 2026, the company was selected for a government-led demonstration project to evaluate the domestic large language model (LLM) PLaMo in real-world administrative scenarios using QommonsAI. Earlier, in January 2026, Polimill secured ¥635 million in Series A funding to scale its operations and expand partnerships.
With labor shortages mounting and government budgets under pressure, solutions like QommonsAI could become indispensable for Japan’s municipalities. Polimill’s focus on creating a unified, scalable platform that bridges data silos and enhances decision-making positions it as a critical player in the evolving role of AI in governance.
As the company prepares for the full rollout of Qommons ONE later this year, its ability to deliver on its vision of a next-generation public OS will be closely watched—both in Japan and globally.
