OpenAI CEO Sam Altman has warned that rapidly advancing artificial intelligence could leave humanity facing two stark outcomes: losing control over increasingly capable systems or surrendering too much power to a single company, person, country, or research laboratory.
His warning shifts the AI debate beyond innovation and computing performance toward a more consequential question: who will control the technology as its influence grows?
Altman Calls for Slower, Safer AI Development
Altman endorsed Anthropic CEO Dario Amodei’s proposal to pace frontier AI development while researchers strengthen safety protections. However, Altman clarified that “pacing” does not mean stopping technological progress.
Instead, he said laboratories should accept slower and more expensive development when safety evaluations require it. He added that competitive pressure within the United States should not allow model capabilities to advance faster than alignment and monitoring systems.
OpenAI now prepares safety cases before frontier reinforcement-learning runs expected to produce major capability gains. Previously, its preparedness frameworks focused mainly on evaluating completed models before their release.
Altman also supported consistent federal safety requirements, independent auditors and shared industry standards covering misalignment and monitoring. He said companies should begin adopting safeguards without waiting for legislation or an antitrust exemption.
Concentrated AI Power Creates a Second Risk
Alongside the threat of systems escaping effective human control, Altman has warned about powerful AI falling under one entity’s authority. A person, company or country could use such technology to impose its worldview on others, producing what he described as a potentially dystopian outcome.
That concern has fueled the debate between centralized and decentralized AI development. Large laboratories can fund expensive training runs and apply unified safety controls. However, their structure concentrates models, computing infrastructure and data within a small group of organizations.
Decentralized systems can distribute access and reduce single points of control. Yet they also face coordination challenges when applying common safety standards to powerful models.
AI Safety Debate Reaches Markets and Governments
The dispute now extends into geopolitics. Amodei called for tighter U.S. restrictions on advanced chips and alleged model replication by Chinese laboratories. China’s state-backed Global Times criticized the proposal as an attempt to preserve U.S. technological dominance. U.S. and Chinese officials are also preparing to discuss frontier AI safety risks.
Meanwhile, AI companies and related stocks face stronger inspections as safety testing, regulation and geopolitical tensions increase development costs. OpenAI has already outlined measures connecting model-development speed with stronger monitoring, alignment and security controls.
