  • South Korea has ordered domestic web access blocked for 27 unregistered offshore crypto platforms.
  • Major exchanges, including MEXC, KuCoin, Phemex, XT.com, and Bitrue, are affected by the order.
  • Authorities plan to coordinate user funds withdrawal procedures via the Digital Asset Exchange Association (DAXA).

South Korea has officially approved domestic access blocks against 27 websites operated by unregistered offshore crypto service providers—including major platforms such as MEXC, KuCoin, Phemex, XT.com, and Bitrue.

The enforcement order, approved on October 13, 2026, marks a significant shift in regulatory strategy, expanding restrictions directly from app store distribution to web-level IP blocking. According to regulators, the proactive measure is designed to curb investor harm before financial losses occur.

Regulators Extend Crackdown From App Stores to Web Access

The Korea Communications Standards Commission (KCSC) approved the network-level blocking following formal deliberation requested by the Financial Intelligence Unit (FIU).

Under South Korea’s Act on Reporting and Use of Financial Information, operating an unregistered virtual asset service provider (VASP) is strictly illegal.

The updated regulatory framework allows the FIU to request immediate access termination upon detecting unlicensed operations targeting Korean residents—bypassing the need for prior court rulings or confirmed consumer damages.

To legally offer services to South Korean users, exchanges must obtain Information Security Management System (ISMS) certification and complete formal registration with the FIU.

What Should Affected Users Do About Withdrawals?

The FIU confirmed it has referred 44 non-compliant entities to law enforcement agencies while requesting app store and web access blocks.

Regulators announced that affected retail investors will receive structured guidance on fund withdrawals in coordination with the Digital Asset Exchange Association (DAXA).

Financial authorities confirmed they will actively track mirror domains and alternative access routes, issuing supplementary block orders as necessary.

South Korea’s $449B Crypto Market Faces Tighter Controls

The regulatory clampdown comes as South Korea reinforces its position as East Asia’s premier retail crypto hub.

Chainalysis data indicates South Korea’s crypto market reached $449.1 billion, reflecting a 12.3% surge between January 2025 and June 2026.

Despite efforts by the Financial Services Commission (FSC) to introduce institutional frameworks—including roadmaps for corporate and non-profit participation—the local market remains overwhelmingly driven by retail traders.

Why This Matters for Global Crypto Exchanges

By cutting web-level access to unlicensed entities, South Korean regulators demonstrate zero tolerance for offshore platforms evading local registration requirements.
