Binance will restrict transactions with 16 crypto platforms as new European Union sanctions targeting Russia tighten controls on digital-asset transfers. The list includes HTX, formerly known as Huobi, with some restrictions already in place and others beginning Aug. 23.
The exchange blocked Shelbit and Aban Tether on Aug. 7, followed by A7 Nigeria, A7 Africa and PilotFinance on Aug. 13. The next round will cover Rapira, Aifory Pro, ABCeX, WhiteBird, NoOnecrypto, Tradex, Monease, BitPapa, Exnode, Exnode Pay, HTX and EXMO.
Binance Tightens Sanctions Screening
The restrictions come as regulators increase pressure on crypto platforms that could help Russia bypass international sanctions. The EU included HTX and other crypto services in its latest Russia sanctions package, accusing them of helping frustrate measures imposed after Russia’s invasion of Ukraine.

Binance said the restrictions are part of its compliance efforts and urged users to complete affected transfers before the relevant deadlines. Transfers involving the listed platforms could face additional checks or be blocked.
HTX Faces Wider Scrutiny
The EU said HTX supported A7 Limited Liability Company, a Russia-linked payments firm targeted over sanctions concerns. The UK also sanctioned HTX in May over alleged links to Russia’s financial networks.
The restrictions could affect users whose wallets interact with sanctioned platforms. Blockchain investigator ZachXBT has warned that sanctions can sometimes have wider effects on wallets beyond the entities directly targeted.
For Binance customers, the impact will depend on the platform involved and when its restrictions take effect.
