How the Standoff Escalated

The temporary blockade stemmed from a strict 24-hour ultimatum issued by the CICC on September 21, following campus violence linked to unmoderated online groups. Regulators demanded that foreign platforms appoint a Philippine-based representative, implement rapid content removal systems for extremist material and child exploitation, and commit to local safety frameworks.

While Reddit secured an extension by pledging concrete cooperation, including a fast-tracked “Green Lane” for government complaints, Discord initially sent a letter without formal commitments, prompting local ISPs to enforce network-level restrictions on September 23.

The sudden ban drew sharp criticism from legal scholars and digital rights group Digital Pinoys, who warned that network-level restrictions collateralized over 15,000 legitimate remote workers while failing to stop malicious actors using simple VPN workarounds.
