Japan adds crypto exchange Garantex to Russia sanctions, targeting financial activity and crypto networks linked to alleged sanctions evasion.
Japan has added crypto exchange Garantex to its latest measures against Russia. The move expands pressure on crypto networks linked to sanctioned activity. On October 2, Japan designated 33 entities and nine individuals under its asset freeze framework.
The package also includes restrictions on 35 vessels associated with Russia’s shadow fleet. These measures target financial and support services related to the ships. The wider action is intended to cut off avenues that might facilitate sanctions violations, Japan says.
Japan Targets Garantex and Russia’s Shadow Fleet
Now, Garantex is facing restrictions from Japan on payments and capital transactions. Covered transactions with designated targets require government permission in Japan. The measure would restrict the exchange’s access to financial channels in Japan.

Japan announced the decision through its Ministry of Foreign Affairs, Ministry of Finance, and METI. The ministries reported on measures related to the Russian war against Ukraine. The new package includes financial and maritime measures.

Garantex had already been the subject of action by the United States and the European Union. The exchange has been charged with aiding illegal transactions and sanctions violations. The move by Japan thus brings another big market under the exchange’s curbs.
The package also includes 35 ships that are part of Russia’s shadow fleet. These ships are linked to the transport of Russian crude over international markets. Japan has limited funding and other services related to the designated vessels.
Maritime measures include technical assistance, repairs, and insurance. These limitations may make operations more challenging for impacted vessels. They are also part of broader measures to curb Russia’s oil income.
Crypto Networks Face Growing Enforcement Pressure
The Garantex action is a sign of an escalating problem for international crypto enforcement. The transfer of cryptocurrency transactions between platforms and jurisdictions can be swift. So, a ban on one exchange doesn’t necessarily prevent similar financial transactions.
Previous blockchain intelligence reports have noted attempts to move activity following enforcement efforts. Garantex apparently made plans in advance for the earlier restrictions. A few users and infrastructure later shifted to alternative platforms such as Grinex.
This trend highlights the growing importance of regulators to keep an eye on connected crypto networks. Authorities can go after specific companies, but other related services may go on. This means that enforcement authorities are increasingly targeting transaction networks instead of individual platforms.
The U.S. authorities have estimated that Garantex has facilitated over $96 billion in cryptocurrency trading. The figure is for activity since 2019. But not all transactions were necessarily illegal.
The latest move by Japan also highlights greater coordination among the big economies. The United States, European Union and Japan have all acted against financial channels that are connected to Russia.
The development underscores the growing compliance challenges for crypto companies. Sanctioned entities could be subject to more rigorous screening at exchanges. They may also require improved methods of identifying suspicious transactions and indirect exposure.
Meanwhile, the shadow fleet measures indicate that Japan is targeting both digital and traditional financial channels. The two measures may add to the strain on networks that facilitate Russia’s international trade.
The Garantex designation is thus not limited to the actions against one crypto exchange. It is part of a wider initiative to block financial channels for sanctions evasion.
