Lummis Pushes CLARITY Act as XRP Watches U.S. Crypto Rules Take Shape

Senator Cynthia Lummis is pressing Democrats to advance the CLARITY Act, warning that prolonged regulatory uncertainty could push America’s cryptocurrency industry offshore to jurisdictions such as Switzerland and Singapore.

Speaking on Fox Business with Maria Bartiromo, the Wyoming Republican argued that Congress must establish clear rules for digital assets instead of leaving businesses uncertain about which regulations apply. 

Lummis has also positioned the legislation as a measure that could strengthen law enforcement while urging lawmakers to move it forward.

For XRP, the debate carries particular weight. The CLARITY Act could create a clearer framework for determining which digital assets fall under securities laws and which qualify as digital commodities overseen by the Commodity Futures Trading Commission.

Therefore, this distinction is especially important for XRP, which has spent years at the center of the U.S. crypto regulatory battle.

While XRP’s legal standing improved after Ripple’s long-running dispute with the SEC, a court decision is not the same as having a permanent framework established by Congress. Federal legislation could give XRP and the wider digital-asset industry a more predictable foundation.

Why XRP Is Watching Closely

Clearer rules could make it easier for banks, asset managers and payment companies to explore blockchain-based products without worrying about sudden regulatory changes.

This could also support Ripple’s broader strategy. The company has increasingly positioned the XRP Ledger and XRP as part of financial infrastructure connecting traditional finance with blockchain-based systems. Greater regulatory certainty could make institutional adoption and investment easier to pursue.

Still, the legislation faces a shaky path.The White House is reportedly pushing for a September vote as concerns over the bill’s passage prospects grow, while the Senate could face a September 15 cloture test. 

If lawmakers cannot secure the 60 votes required to advance the legislation, the CLARITY Act could face another major setback.

Nevertheless, this uncertainty does not necessarily mean Ripple has to slow its U.S. ambitions. The company’s pursuit of an OCC charter could provide another regulatory route as it expands its role in the American financial system.

Lummis’ warning therefore goes beyond crypto politics. Her argument is that the U.S. risks losing financial innovation if lawmakers fail to provide businesses with predictable rules.

For XRP holders, the potential benefit of CLARITY Act passage is bigger than a short-term price catalyst. Clearer regulation could reduce uncertainty, strengthen institutional confidence and give Ripple a more defined path to expand in the U.S.

What’s the icing on the cake? Well, if Congress delivers the regulatory clarity Lummis is demanding, XRP could be among the digital assets best positioned to benefit from a more clearly defined U.S. crypto market.
