The U.S. OCC formally urged community banks to enter the stablecoin payments market. The federal regulator invited smaller financial institutions to develop capabilities to issue and manage dollar-pegged tokens—either directly or through subsidiaries—under the new regulations of the GENIUS Act.
This initiative seeks to integrate small traditional banking into digital infrastructure to prevent losing competitiveness against tech giants and fintechs. However, the proposal sparks division: while regulators push for modernizing the payment system, trade groups such as the ICBA have voiced concerns regarding a potential massive drain of deposits toward digital assets and the resulting impact on local lending.
The formal opening of federal licensing will set the stage for bank adoption of these currencies. Interested institutions must solidify strict operational and cybersecurity frameworks before the official intake of issuance applications begins under the new regulatory standard.
