The U.S. Senate has delayed a procedural vote on the Clarity Act until lawmakers return from their August recess in September. Senate Majority Leader John Thune confirmed the delay late Thursday, saying sponsors will place the crypto market structure bill near the top of the agenda when the chamber reconvenes.

The Senate begins its month-long recess on Friday. Lawmakers are expected back in Washington in mid-September, leaving only a short period to move the bill before attention turns toward the November elections.

Clarity Act Vote Moves to September

Thune said Senate Democrats would not support holding the vote before the recess. He added that Senator Cynthia Lummis and other sponsors had worked to prepare the measure for consideration once the Senate returns.

The delay gives supporters more time to seek the 60 votes required to advance the Clarity Act. The bill needs Democratic backing, while some Republican support has also become less certain during negotiations.

Stablecoin rewards remain one of the main disputes. Banks and crypto firms have clashed over whether platforms should be allowed to offer rewards linked to stablecoin deposits, keeping the issue central to talks.

Lawmakers have also debated ethics rules tied to public officials and crypto businesses. Senators Ruben Gallego and Thom Tillis have proposed restrictions on officials issuing or sponsoring digital assets, along with possible divestment rules.

Illicit Finance Concerns Remain

Some senators also want stronger rules aimed at illicit finance and consumer protection. They argue the current Clarity Act does not give agencies enough tools to address unlawful activity in digital asset markets.

Crypto industry groups reject that view and continue to push for the bill. The Digital Chamber and the Crypto Council for Innovation said they will keep working with senators from both parties during the recess.

If the Senate advances and passes the Clarity Act, the legislation would return to the House for another vote because of Senate changes. It would then move to President Donald Trump for consideration.

The September session now becomes the next window for action. Lawmakers have only a few weeks before election-related activity takes more attention in Washington during final September negotiations.
