Treasury Secretary Urges Senators to Pass the CLARITY Act, Warning the US Risks Falling Behind in Crypto

Treasury Secretary Scott Bessent has urged the US Senate to fast-track the passage of the CLARITY Act this time round to give crypto institutions, issuers, builders, and investors the much-needed, clearer framework for operating in the market. In data shared today on the X platform, Bessent petitioned US Senators to approve the law to create a comprehensive legislative framework for digital assets.

Bessent’s remarks come after community bankers and crypto advocates have escalated their fight regarding the status of the CLARITY Act. The two competing factions have now reached senators’ home states as part of efforts to convince legislators to enact or reject the bill.

The banking group (the American Bankers Association) is putting pressure on senators not to pass the bill, warning that the stablecoin yield provision could undermine not only bank deposits, but also financial stability. On the other hand, crypto advocates (consisting of crypto firms and organizations) are lobbying senators to approve the bill in the forthcoming session.

Bessent Petitions Senators to Pass the Bill

Based on this complicated context, US Treasury Secretary Scott Bessent today urged Senators to pass the bill to become law. He termed the approval a crucial move required to offer the much-needed legal certainty for the crypto industry.

The executive further warned Senators that failure to advance the bill would send a clear message to allies and rivals that the US is unwilling to lead in digital asset innovation. He went further stated that failure to move bill forward could limit national security tools to address misuse of digital asset technologies. His reflection is based on the fact that when people misuse cryptocurrencies and use them in illicit ways, such activities undermine national security.

Why the CLARITY Act matters

While the House of Representatives passed the bill in July last year, the Senate has spent several months discussing bipartisan issues. Next week, Sept 15, is the date slated for the senators to cast their vote on the CLARITY Act. Just a few days before the voting exercise, the Treasury Secretary has called on the Senators to pass the bill, which aims to give out clearer regulatory guidance for cryptocurrencies.

Bessent explained that the act would improve consumer protections, strengthen anti-money-laundering requirements, and offer legal certainty for digital assets. He further noted that the act would protect builders of decentralized platforms by making clear that they are exempted from the Bank Secrecy Act requirements. He therefore called upon Senators to cooperate, as the vote would be crucial to determine whether the country continues to maintain global leadership in digital assets.
