XRP traded near $1.56 to $1.58 this week, putting the token about 10% higher than seven days earlier. The move came alongside a broader market recovery. Bitcoin held above $84,000, and Ether traded close to $2,680.

The rally followed a shift in regulatory attention. The Senate failed to advance the CLARITY Act earlier this month, leaving proposed crypto market rules stalled.

On September 25, SEC staff published guidance touching on token buybacks, staking receipts, network maintenance, and promotional claims. The guidance does not carry legal force and does not classify XRP directly.

SEC Staff Guidance Details

Staff said buybacks involving nonsecurity tokens on working networks do not necessarily signal promised managerial effort. Certain staking receipts may also qualify as digital commodities rather than securities, depending on how they are issued.

Routine upgrades and promotion of existing network uses may fall outside investment contract analysis under the new guidance. Analyst Crypto Rover summarized the update on social media, writing that liquid staking tokens are being treated as digital commodities rather than securities, and that token buybacks on functional protocols are not being viewed as management activity.

Prediction market Kalshi listed a September forecast for XRP at $1.70, up $0.10 from its prior reading. The platform also lists a separate contract tracking whether XRP rises above $1.70 by September 30.

ETF Inflow Activity

US spot XRP ETFs recorded $22.65 million in net inflows on September 25, according to SoSoValue. Bitwise led with $18.39 million, representing about 81% of the daily total.

Franklin Templeton’s XRPZ fund added $4.26 million. The three remaining listed products saw no net movement that day.

These additions brought cumulative net inflows to $1.79 billion. Combined net assets reached $1.77 billion, equal to about 1.80% of XRP’s total market capitalization.

Trading volume across the five funds reached $57.75 million, with Bitwise accounting for $37.07 million of that total. A day earlier, on September 24, the five funds saw $14.89 million in combined inflows, following $23.17 million on September 23.

Bitwise’s fund held 401.42 million XRP tokens as of September 23, up 14.18 million tokens over two days. That position was worth about $613.89 million, per the fund’s official page.

Analyst Ali Charts pointed to accumulation among large holders, noting that whales bought more than 470 million XRP over five days, worth around $724 million, while an inverse head-and-shoulders pattern continues to form on the daily chart.

XRP touched $1.60 earlier in the week before easing to $1.5535 by 08:41 UTC Saturday. The four-hour chart shows resistance at $1.60, a level that has capped recent advances on multiple attempts.

A close above $1.60 could open the path to $1.65 and then $1.70. Support sits near $1.50, a level that steadied the price after September 23.

A close below $1.50 could expose $1.45. The four-hour RSI reads 52, just above the neutral 50 mark, while the MACD line sits below its signal line, pointing to weakening short-term momentum.
