ECB Tests Tokenized Bonds Through New Pontes Platform

The European Central Bank plans to invest a small part of its own funds in tokenized securities. The move will include tokenized bonds and give the ECB direct practical experience with blockchain-based markets.

The ECB plans to target euro-denominated securities from euro-area governments, regional authorities, agencies, and European supranational institutions. Its Executive Board will set the investment size, timing, and operating details after preparatory work ends.

Pontes Connects Digital Markets to TARGET

The ECB will settle the purchases through Pontes, the Eurosystem platform launched on September 21. Pontes connects distributed-ledger market platforms with TARGET Services, allowing wholesale trades to settle in central bank money. The setup gives tokenized bonds access to the same settlement asset used across existing Eurosystem infrastructure.

The platform arrives as traditional exchanges also test blockchain-based market infrastructure. Recent NYSE blockchain testing showed how major financial firms are examining tokenized stocks, ETFs, and related settlement systems.

Market Participants Join New Settlement Rail

Thirteen market participants completed onboarding for Pontes at launch. They include Deutsche Bank, Santander, Société Générale, BayernLB, DZ Bank, KfW, the European Investment Bank, and several other institutions. Their participation allows the platform to begin processing eligible wholesale tokenized transactions immediately.

Axiology, Cashlink, Clearstream, and SWIAT joined as connected DLT platform operators. The Deutsche Bundesbank also onboarded as a market participant, while more institutions plan to connect in coming months. Pontes will initially provide a core service set before the Eurosystem adds more functions.

ECB Sets Gradual Rollout Through 2028

The ECB wants practical experience across trade execution, settlement, systems, and portfolio management. Its own-funds portfolio operates separately from monetary policy and helps cover operating expenses. The planned tokenized bond purchases will therefore serve an investment and operational learning role.

Such projects are developing alongside public settlement systems such as Pontes.

The Eurosystem plans to add Pontes services and gradually extend operating hours. The ECB expects full implementation by 2028 as it develops its broader tokenized finance framework. The rollout follows earlier Eurosystem tests that examined central bank money settlement for distributed-ledger transactions.
