Sky Protocol Gets First Moody’s B3 Rating With Stable Outlook

Sky Protocol has received a B3 issuer rating with a stable outlook from Moody’s Ratings, marking the agency’s first issuer rating for a stablecoin protocol. The decision adds a second major credit assessment to the USDS Protocol after S&P Global Ratings assigned a B- rating in 2025.

Why Moody’s Put Sky’s Reserves at the Center of Its Rating

Moody’s identified Sky’s reserve level as a central factor in its assessment. Sky Governance has strengthened its Treasury Management Function and introduced a framework that retains part of net protocol revenue to build reserves toward a governance-set minimum target. Sky Frontier Foundation said building those reserves remains a priority.

The rating matters because it gives institutions another framework for assessing a decentralized protocol that issues stablecoins. Unlike a traditional financial company, the USDS Protocol operates through on-chain governance and smart contracts. Moody’s assessment therefore applies conventional credit analysis to a DeFi structure, potentially making the protocol easier for professional investors to compare with other financial products.

Sky’s $10B Stablecoin Supply Adds Scale to Rating Review

Sky’s financial dashboard showed about $10.13 billion of combined USDS and DAI circulating as of October 6. The same dashboard reported roughly $80.63 million in Sky capital and operating cash, highlighting why reserves remain important relative to the size of the protocol’s stablecoin liabilities. Combined supply had increased by about 4.7% over the previous 30 days.

The balance-sheet composition also matters for credit risk. S&P’s earlier assessment highlighted it’s exposure to cryptocurrency-backed lending, USDC and tokenized Treasury-backed money-market funds. It also cited weak risk-adjusted capitalization and regulatory uncertainty as rating weaknesses, meaning stablecoin growth alone does not automatically translate into a stronger credit profile.

Sky Now Holds Ratings From Moody’s and S&P Global Ratings

S&P assigned the USDS Protocol a B- issuer credit rating with a stable outlook in August 2025. It cited depositor concentration, centralized governance, regulatory uncertainty and weak risk-adjusted capitalization as key weaknesses. S&P also pointed to the USDS Protocol’s record of limited credit losses and available liquidity buffers as factors supporting the rating.

The two ratings give institutional users separate assessments of the USDS Protocol’s financial and operational risks. However, they are not ratings of the governance token itself.

S&P explicitly said its rating does not address the value of the USDS Protocol or MKR, so investors should view the assessments as evaluations of protocol-related credit risks rather than direct signals about the token’s future price.

Institutional Demand Tests the Protocol’s Path Toward Higher Ratings

Institutional activity is also expanding around the Protocol’s products. The Block reported that Galaxy recently added $100 million of sUSDS to its corporate treasury and approved the asset as collateral across its institutional trading business. Such activity could broaden institutional use of it’s savings products, although it does not remove the reserve and governance risks identified by the rating agencies.

Current ecosystem data shows about $4.93 billion deposited in sUSDS, while the Savings Rate was 3.80% on October 7. The USDS Protocol was trading around $0.084, with a market capitalization near $2 billion.

The combination of growing stablecoin usage and institutional participation provides a useful backdrop for Moody’s rating, but the next test will be whether the USDS Protocol can strengthen reserves while maintaining liquidity, governance and risk controls.
